Create a Wordpress Template from existing site

I am looking to hire someone to create a Wordpress template that looks and works like my website. My primary intent is to add blogging capability to the site, as the design is simple enough to be ported over. Basically it would be taking my existing site, making it into a Wordpress template, keeping the current tabs/links and functionality, and allowing me to have the capability to add news stories and updates to the main page that will be searchable and have a history to navigate through (basically the benefits of wordpress). Looking for someone experienced to complete this project, and with skills that comply with current standards and cross browser compatibility.
