Art Challange- PHP / MySql

Hi there, I am looking for a script that does the following: It will have a members login where it saves info (including pass submission info and rating). The main page will have the basic menu stuff, login, signup, past challanges, current challanges, contact. Admin side to edit users and challanges. A challange will be an art project. Admin will define the scope of the contest on a page, as well as the end date for submissions and the end date for voting. A member can see this on a page, get the spces, do the work then upload their submission (jpg). Then there will be a page where users can view all the submissions and vote and commnet (<255 chars or less) on them. To vote or comment they have to be a member, prefents spamming of votes and/or comments). At the end it sends a email to the top 3 winners telling them congrats! It will then change the status of that record (user submiistion) to old or whatever. There will be an area where people can view past challanges and the top 3 submissions. I think thats it...
