CSS Designer with Php Programming Skills for the Graphics and Page Appearance Work

We need a CSS designer with php programming skills to paste and embed 15 Banner Ads, 3 button gif graphics, 3 jpeg button graphics, and 10 Animated Gif buttons into one to two dozens of selected pages. On top of that, some instructions to cut down some extra empty space and re-format some fonts to look nicer. A bit of page formatting to enhance the page's appearance. There will be an Ebook Cover and Software box images, which is another 2 graphics and a Flash file that will be repetitively pasted into a certain section's pages too. There will be over twenty such pages, but the page format is roughly the same, so pasting them is almost the entirely same way. There will be a folder for internal site templates. Duplicate the appearance of it for 4 more sections only, and just replace the Graphics and the Mail template for each of these sections with the new email templates I will have provided at the start of the project. The email templates and their graphics already in html format ready, awesome looking, but need to integrate into php page for this site.. Need CSS Designer to be conversant with the php pages and be able to use Smarty, ie .tpl files. Because the site is coded with Smarty.
