C++ Tiff/pdf software enhancements required

We have a software package that is used to view a tiff file, "zoom in" to a specific area and maintain aspect ratio and then save the file. We need the following modifications to the software: 1. Ability to read from pdf files and maintain aspect ratio. 2. Ability to save in pdf 3. New menu options to save preferences 4. Ability to zoom in using scroll mouse These options will need to be explained in more detail with the successful coder, but rest assured - it sounds difficult - it is actually very easy!! 5. Option of New facility to "draw" directly on the zoomed in image 6. Option of "measuring" the image and displaying the data on the image 7. Ability to draw straight lines in red The successful coder will demonstrate previous working with graphics software, pdf and tiff. The current application code will be provided to the coder, all you would need to do is "add to it" Good luck!
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
