We currently have a top quality 2D game engine, however due to the limitations of DirectDraw such as no alpha-blending (as of yet) and rotation/scaling only working on some graphics cards, and lighting effects etc. we now require a C++ wrapper to add to our engine which will allow easy blitting of 2D sprites (just like DirectDraw, but using polygons, eg, our sprite frames would be on a .bmp file and would need to be drawn just like in 2D, but by doing this we will have the power to rotate/scale/lighting/alpha-blending etc. The wrapper must also be able to draw 3D objects (with details of how to convert the 3DS Studio files for use by the wrapper).
The wrapper must be very simple to use, eg. hide all the boring stuff, and just have functions such as:

void CSprite3D::SetClipper( DWORD dwX1, DWORD dwY1, DWORD X2, DWORD Y2 );
void CSprite3D::SetCameraPosition( ... );
Some sprites will also need to be drawn regular size, eg. like using DirectDraw, so in essence no Camera.
All source code must be commented to allow us to understand what is going on, and we must see source code on a regular basis to make sure all is going well!
a VC6++ test project file must be supplied so we can see the wrapper in action, even if just a simple 2D and 3D object moving around the screen.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
