Decode/reverse engineer file format

I need to understand the file format of Real legal ptx transcript files - sufficient to:

? (a) be able to write to that format so that the Real legal viewer

(b) be able to read from the format for importing into another programme

(c) extract /attach attachments (files) as the format allows.

Ideally this is to be done in VB6 or similar programming language. **But the key is understanding the file format** so I can create basic import/export pof the text and the attachments.?

The ptf format is produced by eTran software
