DICOM to XML export

We need a background application that will automaticaly extract the metadata from any DICOM files in a specific folder and produce seperate XML files for each DICOM file. The XML will contain all the metadata that is normally visible in the "view image information" that most DICOM viewers have. Anyone able to extract a thumbnail JPEG from the DICOM file will be favoured.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. 4) VB, .NET or C++ app that extracts relevant metadata from DICOM file and creates an XML file with all extracted data. 5) Possible extraction of thumbnail JPEG from body of DICOM file. 352x288 max
