Browser Click Catching

I am working on an internet download program. I would like to add browser click catching to it. What is click catching? If you have ever used getright ([url removed, login to view]), you'd know that the program is able to monitor the hyperlinks clicked by a user. It then decides if the hyperlink sould be downloaded or not. I need someone to make a dll (or other application) that is able to monitor browser clicks, and determine if the hyperlink should be downloaded if the file type is in a list. I need this to work with Netscape and Internet Explorer (and any other browsers if possible). I would like the program to be a http and ftp protocol.
