ASP or ASP.NET ticketing system w/ paypal integration

I need a ticketing system created or you can use an existing system modified to fit my needs. The system should allow for the following: 1) users can create logins, login, and edit their account 2) users can purchase blocks of hours using paypal, which credits their account after purchase. 3) users can propose and, if approved, can purchase a fixed fee project. 4) users can open new trouble tickets which will be billed against their block. The trouble tickets should have a threaded-like structure similar to rent a coder or slash dot flat view. 5) I should be able to login and work on a trouble ticket where my time is billed against the customer's block of hours. 6) I can review and accept fixed fee projects 7) I should be able to run basic reports for information such as usage by customer, hours billed in a month, etc. I expect this to have a clean user interface, easy to use, easy to navigate, and it should be bug free. It should also contain basic features such as a calendar or daily view of open tickets and how long they have been open. It should also allow user uploads and should send e-mails on just about every major function (account creations, blocks purchased, tickets opened, etc). ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform IE6, IE7, Firefox, Opera
