Hi!
I just read your project description and found it to be pretty interesting.
Your project has two parts in it, first being sensing whether the LCDs are on or off, which can be done using an LDR, as you suggested, reading light value behind the LCD screen. This is pretty easy and wouldn't take much time.
The second is connecting to a cloud server, and controlling everything from a browser.
In general sending data to a cloud server is pretty easy and many services exist for it, however receiving data requires sockets. It's slightly more work, but certainly doable.
One thing you haven't mentioned is whether you would like to make your own web server (a home PC, or a raspberry pi), or use one from the internet.
Nimbits is a good service if you install it at a home server to which the arduino connects, while Nearbus is an excellent service to control an Arduino directly from the cloud, with no intervening computer.
There are also other services like thingSpeak, temboo, etc. I would select the best service relative to your use and work on it.
I have sufficient experience with electronics, including Arduino along with other microcontrollers. I am also a schematic design and PCB layout specialist, integrating all the necessary skills required to undertake your project.
I am ready to start asap and will deliver within 2 - 4 days, including circuit design, PCB design if you need it, Arduino coding and testing, and cloud application coding.
With warm regards,
Pranav
