Creat an APP for Android and Apple

I am interested in having an app built for police abuse in Mexico. A simple app that will alllow you to record video and fotos and wont let police delete or the option to fake it to stop recording but will still record in the background. Have the option to secret record mode or simple recording but not hable to delete. For example store 2 videos in 2 folders so if 1 is deleted the other is still there.
