Database Programming

See the attachment for an overview. Then: I need a specific dataset ([login to view URL] as an example. There are about 8 files like this covering the last 8 years of data. I would want them all in the database.) loaded usably into either Filemaker or Access (or a different program, if I am persuaded it suits the task better). Then I need a user interface designed to interact with the data in specific ways (breaking the data along gender lines and comparing male-female results across years, class, tests, schools, districts, etc. Then I need a report of the particular parameter's outcomes (see attached for an example of results). Finally, it is possible that I might want all this available for use on the web. I don't know if this is easy or hard, so this is an advisory step only at this point. However, if it is relatively easy, I'd want all of this to be designed with that goal in mind. I'm not sure I've made this clear so questions are encouraged. Thanks! Craig
