A small vb job

I need a programmer who can (A)Retrieves a password cookie from the browser in my visual basic program. (B) Make a program that runs in the background on your computer that detects when web browsers such as Internet explorer are opened and then create a popup window that asks for the password (the password is the cookie from part A). If the password is incorrect, the web browser is closed. Other wise, it is left open.
