CSS CUTTING : Psd to Html5

We need a css cuting.
All the javascript have to be done in Jquery.
To use the same font for the text than you will find in the psd given.
To Use jquery for all the js developpement.
Convert from PSD to HTML/CSS/JQUERY and some part with Jquery.
The site is in Full responsive, it means :
- for DESKTOP Compatible with all browsers
(Chrome, Fox, and Safari for mac /windwos, and Internet explorer) in their latest versions,
- for MOBILES PHONES in landscape and portrait versions,
- for TABLETS in landscape and portrait versions, All the animations on the project as described in the specs must be correctly managed with no buggs.
The script must be the lighter possible, no useless line.
All pages imperatif must be Validate by W3C, work has to be 100% W3C compliant.
All pages imperatif must be Validate on all BROWERS :
Firefox, Chrome, Internet explorer and Safari (Mac and Windows).
- It must display the same in 1024 and above on IE7, IE8, IE9, Chrome, and FF at least.

No differences must be seen between Firefox, Chrome, Internet explorer and Safari.
No differences must be seen between the given PSD and your CONVERT HTML FILES
THE PSD IMPERACTIVLY HAS TO BE RESPECTED, DISPLAY, FONTS SIZES, TYPOS, COMMON ELEMENTS, SPACES BETWEEN TEXTS..., HEADER, FOOTER, TABS, FONTS etc... ALL HAVE TO CONFORM TO THE GIVEN PSD.
