Cross browser compatibilty for static HTML/CSS website.

I have a static website up and running that displays correctly on modern browsers but begins to have problems on older browsers such as ie6/7 and Safari 3.0.
I need someone with in depth knowledge of CSS and HTML to fix what code I have so that it displays properly on all browsers.

The biggest issues involve the centering of the content with the background on the homepage, the positioning of the navigation on the left, and the footer. There is some Javascript animation on the homepage that may be affecting things. If you know how to make .png's display correctly in ie6 that would be a plus.
