Desktop "Gauge" Applet (Gadget?) polling web data

Trying to create a desktop gadget which tracks progress on projects. We envision a series of web locations being provided offering the status, comments and associated data fields for each project. A user would then "load" or "install" some sort of gadget to their desktop... .which poles the web location hourly. an example is: [login to view URL] This has Logo's for the Project and associated "temperature gauge" or "speedometer" which would represent 0-100 per attached. And a message that changes as desired... We would need to be able to designate a web poling location... and send some sort of Set-Up file to each participant. Attached is an rough example.... we would need it created and attractive once operational.
