Cold E-mailing (Content Provided) and Web Marketing Suggesting

I need some help contacting local firms and direct clients and leave my portfolio in the right hands (ie. the relevant department and person responsible), email templates will be provided and no follow up is necessary. I just need the database of who was contacted synced with my current google contacts. Quality of contacts will be a consideration. Will be paid per every 100 emails and phone numbers.
