Build high PR pool of 300 - 600 backlinks

I need to build a pool of 300 - 500 permanent backlinks from good quality traffic websites with high PR and aged domains and pages. SITE TOPIC: Generic Pharmacy - Topic: Antibiotics *) Backlinks from webpages with unique content not necessary to match topic even non english pages *) must be do follow *) Must not be hidden by any clocking methods: css, script. only pure html - place possibly closer to page beginning (not necessary) *) Donors must be in google index and domain age must be at least 2 years, domain must not be penalized ie easily found in google by its target keywords *) All links must remain online at least 1 year *) number of external links form donor pages must not exceed 5 *) I will provide pool of exact keywords and surrounding words *) links must be placed within reasonable amount of time but not more than 10 per day *) all donors must be from a different C calss IP networks *) all backlinks must be reported - page, link I'm not sure about the budget so please provide me your estimate, possibly i can pay per pool of links depending of their quality
