Hi there. This sounds like an interesting concept, using an illustration for a photographic book. I immediately picture and Art Nouveau style wrap around illustration for the book, perhaps with lots of flowing ocean and perhaps a military vessel as the centre focus, and military motifs in the inset panels. Well that is just a vague concept in my mind, what I'd prefer to do is to take a look at a few of your photos that you feel really represent the core of your book, and build a concept off of those.
