add website wallet system in our website

We are accepting bitcoin as payment option in topup24.com. The users will pay bitcoin invoice on bitpay page in order to get phone top up.
We are extending this and want to add an option: Topup24 Wallet in USD
So user can refill his Wallet and pay with wallet to recharge his phone.
So it will b an extra payment method within our site [url removed, login to view]
Show wallet balance on top header.
Add an option in admin panel so admin can see user ballances can edit with a passcode.
