We are looking for a responsive design for our website. Right now it doesn't play well on mobiles and some tablets.

We aren't looking for a carbon copy of what we have now. We're looking for a nice redesign. We've had a couple designs over the years. You can see three different ones at the Wayback Machine Internet Archive.

Our needs are the following:

Must not use server resources very much. High traffic caused our WordPress version to die an agonizing death. So avoid cgi scripts and stuff if you can.

The colour scheme must reflect the current alert colour:

1 - Red

2 - Orange

3 - Yellow

4 - Blue

5 - Green.

Must be easy to update. Staff are not php experts and we can't come running to you every time we need to change something.

We're only going to have two Twitter feeds on the new site. DEFCONWS and one more that we have not decided yet. So we don't need them on both sides.

We do want to list articles on the main page. Just links. Not articles. Like "World Wonders About Conflict - http://<link to article" We'll list about 5 articles and rotate. Since we want to avoid cgi, we'll have to hand edit this list. So make it easy on us. Maybe pull list from a separate file that we can edit?

To change the alert of the site (and thus the colour scheme), we should have a single parameter to change. Again, in a [url removed, login to view] file or something.

DEFCON = <var> ; var is the current DEFCON level. Changing this number changes the colour scheme of the entire site.

We also want a a spot where we can put a message, like Radiation Alert or other customization message that is prominently displayed. But it does not show if there is no message. Again, in the [url removed, login to view] file...

banner = <message> ; Shows if not nil, otherwise does not show.

We've done redesigns before so we know what work is involved. It's not a large site, so bid accordingly. Inappropriate bids or inflated bids will not even be considered.
