Design a Website Mockup

We would like a browser based website developed for a gaming community that themes itself around Police role-play. The application would need to have the following abilities as an initial foundation where we would actually pay to use it. - Ability to create, delete and maintain a criminal record. - Ability to search a ficticious name and if that ficticious name doesn't already exist in the database, that name create a randomly generated criminal record that is then saved in the criminal records. - Ability to create, delete and maintain a record of a vehicles registration plate - Ability to search a fictitious vehicle registration number and if the plate number already exists in the database it bring up the saved record or should it not already exist it randomly create one with different information on the vehicles record. - Ability to create, delete and maintain a record of a physical house address. Where it holds information about the given address such as how many times a Police officer had visited the address in the past and the name of the owners of the Address, how many live there, if the address was known for firearms on the premises. - Ability to automatically create random information about an address should the address not already be in the database. - Ability to create a "Job File" for an Incident (an incident being a Police incident reported via 111 or created by a 111 operator). Within the job file contains all the relevant information, the name of the Suspect, his last known Address, his description, what he did etc. And once this "Job File" is created it is automatically assigned to an Officer that is designated to handle "Job Files" and this can be set up through an Administrator system of some sort. - Ability to process a prisoner, in the processing pane there would things like "Charges" that you can assign "Statements" where you can write out what the prisoners statement was. Update his contact information and address. Have an option that says "Bail" or "Oppose Bail" Give a reason why you're opposing bail or giving bail to a prisoner. Once completed submitting the processing a file is automatically saved and you're given a "File number" that can be brought up again by a Search system that would use the "File Number" so by simply entering the "File Number" that exact processed prisoners file comes up. If you're to search a persons name and they've been processed then it brings up all the charges including the creation of the processing file that gave you a File Number and that would come up as a summary of charges at the bottom of the person rap sheet etc. Those are the main things that need to be created in order to be paid.
