Design an AO Poster

We need a AO poster designed for an in-office promotion. We will print these ourselves - see print specs at [login to view URL] (click on 'get your files ready' at the bottom right of the page)
I have attached a sketch (PDF) of the layout and copy of the poster plus images.
The layout consists of a headline. Then the image of the background (night - attached) with the Vegas sign overlayed on it (i.e. so it looks like the sign at night with the background - attached).
To the right of the image we want a barometer (please draw) that shows 3 targets as sketched. It needs to be white with a back outline so we can colour it in.
Underneath the image and barometer is our text overlayed on the image (or continue the background colour). All text (heading) should be in white on the black image/background. Please also incorporate our logo (in the headline as per the sketch - attached in EPS).
