Decrypt a site built in Custom CMS in PHP, and make improvements

Hi,
I have built a website with another Freelancer here that did the coding encrypted. I asked him to release the decoded files, and he is refusing. I have opened a dispute against him with Freelancer.
Since I don't want to waste more time on my project, I decided to see if I can hire a Full Stack PHP Developer to:
1) Decode the site.
2) Improve site:
. Add Site Map
. Finish up adding on Web Form: City and Country
. Upon people fill out a form, display a confirmation message saying:
"Your message has been sent Successfully. Please check your email and confirm your address to ensure you will be receiving an answer shortly"
(This message has to be translated if people are using Google Translator)
So next step would be to design a welcome email message, and a bottom to make them Click to Confirm.
After they confirm their email addresses, then Display a Thank you message saying something like:
"Thank you for Subscribing. You'll be receiving an answer shortly. Meantime keep browsing our projects"
(And display more projects on that Confirmation page).
. Make sure links on all property pages will open up on a different window.
3) Check out website security and vulnerabilities, and if needed make page stronger against attacks, malware, and malicious bots.
I'd like to get a quote for each point individually, and also as a whole. Also estimated time frame.
Also good communication skills preferable.
