Custom PHP website to process a license application (USD300 max)

We need a custom website designed to make a hosting process easier for our clients (www dot sinohosting dot net/[login to view URL] for details about the current procedures which are done manually by email). There will be three main sections: 1) Home page: with username and password for our clients to login, password reset function, logos, as well as some links to some static pages, our hosting site or external government websites. 2) The Client login section: where clients will follow up their application six steps. Some functionalities needed are contact details to fill or update. Uploading documents. Client can see which step they are once logged in to continue the application. Checking the status. Application Number for each client. 3) The admin section, accessible by us only, where we can create/manage admins, clients, view pending applications that needs to be approved, update the status for each step, ability to update the client generic homepage contents, section to leave notes or comments to clients, update the automated email contents We have a Word file with all the contents which will be provided to selected programmer. General requirements: 1) Very clean and professional design using the latest technologies (ajax, must be compatible with all browsers and mobile) 2) Direct sign up is not needed. All users will be created from admin section 3) Option for clients to print/email pages within the system 4) UTF-8 encoding, needs to support Chinese characters 5) Automated email notification for clients once a step is submitted, approved, under review or rejected We have not seen anything similar done before, therefore once project starts we may be doing some reasonable suggestions or modifications based on the actual work provided by programmer.
