Build a wordpress Website page(subdomain)

hello there, i need someone to build a page from a sub domain i created, its like a virtual e wallet, it has the following procedure. 1. login/register section 2. key login function is with customer phone number 3. when logged in, client has on the top let corner virtual amount he can use to buy product either online to online or online to offline and customer have this virtual money by being eligible to have it depending on the number of purchases made from the parent site, e.g if the customer have been a regular buyer and has also spent time as a registered member say 6 months with purchase record of $20, 000 he/she can become eligible to have a virtual amount of $5,000 even without having money in their bank amount they can buy with this money and it would be deducted from their bank account as soon as any money enters their bank account. on the other end is a store owner(Merchant) who receives the virtual money paid to buy a product from his shop, he/she can click on withdraw and our company would process the money and pay the store owner(Merchant). visit e.g [login to view URL] that is a brief summary of what i want, i don't need a full website only 2 or 3 pages (login page, transaction history page and maybe one more page) If you are interested please note that i would only release your milestone when i am satisfied with what you have designed, my milestone payment are in 3 or 4 stages depending on what we conclude and it must be in wordpress, finally please stay with the budget range provided. thank so much for taking time to read and i look forward to working with one of you.
