Build a Neat and Clean Web Portal with various Social features

I need you to design a web portal for my small business. Front and Back end for a portal.

Price is yet to be determined

1) Part I: a neat and clean front-end website similar to [url removed, login to view] and dynamic things similar to to Linkedin

2) Part II: with a professional social networking site like Linkedin with most of the features, like profile, updates, groups/forum/discussion, blog/pulse etc

3) Connect, Share and Hire people on a need basis, payment gateway integrated

4) Make sure it is done in HTML5 and is fully responsive – adapts to the screen and capabilities of the viewing device – PC, tablet, or all phone

5) The site should be designed using HTML5 framework and provide CMS for localization.

6) Fully SEO optimized

7) site accessed by millions of users at a time

You should provide some showcase for reference. I will provide more information after the bid.

MILESTONES FOR THIS PROJECT:

1) 0% upfront payment.

2) 20% of the proposal amount: when the website with get in touch(via e-mail/subscribe) is make it live

3) 20% of the proposal amount when users can create and manage their profile, connect with others, post updates etc fully and working as expected. Profile(may be with social media login) creation is ready and uploaded to server(or make it live).

4) 20% of the proposal amount when Linkedin like foru/groups/discussion started working as expected

5) 20% of the proposal amount when Linkedin like pulse/blog started working as expected

5) 20% of the proposal amount(final) when everything works as expected(including portal security(bug testing and fixing)
