Firstly, the project scope needs to be discussed, including but not limited to: custom or template driven design - and in what language? Ideally, a responsive WP site for smaller website project such as this works best.
Content assumed to be provided. Or, will copy writing be required? If so, is that part of the scope / budget? How many pages does the site architecture dictate? Or, will we make recommendations on design based on content? Is the style "chunked" or more old-school? Chunky equating to a landing page look-and-feel (keeping users on one page with easy access to relevant content).
Furthermore, will graphics/images be supplied? And if not, would we have a budget set aside for sourcing high quality imagery (the cornerstone for an attractive piece of work).
In addition, will there be online forms that need to be scripted? Is it complex or basic? These answers dictate the overall budget parameters. The project budget is not very high but workable if it is a straight-forward application.
Finally, and most importantly - what are YOUR goals and objectives of the site? Is it to sell or market a product or service? What do you envision?
