Build a Classified Ads Website

Im looking to have a classified ads website developed. I need one that displays the ads pinterest style with infinite scroll (but with a pagination option if I decide to switch). Ad submitters will need to be able to submit up to 24 images. Users will have the option to submit ads without signing up, but will need to activate their ad via email confirmation and will only be able to edit or delete via the link in their confirmation email. Registered users will be able to manage their ads via a dashboard or control panel. All registered users will need to confirm their email address before they can post an ad. Captcha will need to be included before submitting each ad for registered and non-registered users. Users will submit their ad based on their zip code, which will automatically bring in the city and state. Users will need to be able to submit ads to General Classifieds, Real Estate, Autos, Services and Jobs. Each division will need to have its on set of fields. (E.g. Autos will need to year, make and model, transmission type, gas type...etc, Real Estate will have # of bedrooms, # of bathrooms, # of garages, square footage...etc.) Users will also need to be able to filter searches based on theses fields as well. Users also need to be able to search for ads based on a radius of a zip code. Users will need to be able to send the ad submitter a text or email from the website. I would also need to have a comments sections where users can ask comments about the ad and the comments are displayed publicly on the ad. The website also needs to be responsive, so it looks good on all devices. I do not care if the website is designed in PHP or .Net. Im not that big on wordpress, but if you think you can design it to work on wordpress then I will hear what you have to say.
