Bilingual (Chinese/English) Wordpress site

We're seeking a Hong Kong-based developer to create a bilingual (English/Chinese) site using Wordpress. This is a simple, B2B-focused site for promoting one our services. The site will have the following features:
1) Top Nav Bar, a series of tabs and sub-menus
2) Bottom Nav Bar, a series of tabs, no sub-menus
3) Clean, 2 or 3 column page payout
4) Total of about 30-35 content pages with all sections of the site
5) Two inquiry forms (email)
6) User registration and login to access ~6 pages of gated content and PDF downloads.
Other aspects of the project:
(a) We have a very strong preference for a Hong Kong-based developer and would like to have a face-to-face project kick off meeting
(b) We will need to see a series of Wordpress portfolio samples from the selected developer
(c) The developer must develop the site him/herself -- no outsourcing/sub-contracting
(d) We do not want to purchase a theme and have you adapt it.
(e) We will provide a detailed brief to the selected developer.
