Build a Website

I need a social networking website which must have functions like these two websites: [login to view URL] [login to view URL] Where user can register, make friends, can send message, create events/trips, invite people to join for events/trips, add photos. You can analyze both reference websites better. I will provide PSDs for each page design as well. I don't need many hard to do functions like real-time chat/messages. Website must be secure and no one can access admin area. It will be like a Social Network for new people who are looking for friends in foreign. My budget is strict.
