use MVC php framework to finish the job. payments will only use paypal. 1. the admin can create api specification each api have following mandatory properties: api name api summary charge type: per visit or monthly subscription have multiple fields: field name field summary type: optional or mandatory for example: api name: get_weather api summary: get weather information charge type: 0.001 USD / visit field: location summary: lat + lng mandatory field: date summary: default is today optional 2. customers can register / login / logout / change password 3. customers use paypal to add credits to their accounts 4. customers can manage their api keys, a 32 chars hash string, the limitation is 10. the token will be used to visit api, for example [login to view URL];6.445333&date=2014-08-16 5. customers will be charged when they use their own keys to visit API. for example, customers pay 1 USD to buy 100 credits. once the API is called, user will have 100 - 0.001 = 99.999 credits. 6. if the api's charge type is subscription, once customer is charged, they will get one month access right. you don't need to care about how the API works, just give me a site with above features with two fake APIs with different charge type.
