Advertising Webpage Banners Flash/Rich Image Media

I would like 6 total banners created of the following sizes 468x60 (two at this size) 160x600 728x90 300x250 or 250x250 (two of either of the last sizes). I would like them to be very professional looking, flash would be nice but as long as they are animated gif's could be acceptable as well as I am not really sure of the possibilities of the flash banners. I want to be able to add them to Google Adwords. The banners are for a site that is not launched yet, it is [[login to view URL]][1] which will be an online video money making tutorial site. It also will include a Reseller Handbook which I am finishing that has step-by-step information for buying at storage auctions, estate sales, estate auctions and reselling items on sites like eBay, Amazon. There will also be a focus on domain name investing and website selling and flipping. I have no idea what the cost of these banners would be, my total initial advertising and marketing budget is around $20,000. However I will be shopping around for the best price on the banners. Please let me know if/what else you would need from me to complete this project.
