Animator required for 30-second cartoons for the Web

We need someone who can produce 30-second online cartoons each week according to our scripts. Length of each cartoon: 30 seconds. Number of cartoons: Many ongoing projects for the right animator. Rights: We will receive all rights in the cartoons. Purpose: To teach English or to teach about the environment. Characters: Mainly people, with animals and plants sometimes. All quite realistic as per The Simpsons, etc. Lip sync: Required for more than half of each cartoon. Voices: We will do the voiceovers. Type: Any type (probably Flash, but can be clay-mation, After-Effects, etc). Detail: Must be professional, yet simple - max 2MB each cartoon. Style: Very funny, cool, funky, creative - like a clean version of Foamy. Payment: By GAF, for every 3 cartoons (i.e. we pay for 3 cartoons at once each time). Please provide a low quote because you will be able to (a) repeat frames; (b) use the same characters again and again; and (c) do many cartoon projects for us if the quality is good.
