Daily Fantasy Algorithm

I need a small program (don't care what language necessarily as long as I can run it on my computer with minimal programming knowledge and without purchasing a program to run it) that will take daily fantasy data from an excel spreadsheet (player's salary and projected number of points scored organized by position and ordered by salary) and come up with the top 5 scoring lineup combination with several constraints.
Here is a list of the contraints: (1) $50,000 maximum total salary to be spent (2) lineup must contain the following positions - 1 QB, 2RB, 3 WR, 1 TE, and 1 Flex (which can be one player from the RB or WR or TE positions), and one DST (3) one player can only be used once for each lineup but can be in any of the 5 final lineup combinations
There is another piece of information in the excel spreadsheet for each player called "value" which is just the player's projected points divided by their salary multiplied by 100. The program that creates the 5 lineup combinations should create the 5 lineup combinations one time irrespective of value and then create another 5 lineups only from those players that have a "value" higher than .290. It may be nice for me to have the option to change that number or value from which the second combinations of lineups is derived.
Another specification is for the program to ignore players that do not have a projected value listed as there will be many players without projections that are included.
It doesn't need to be anything fancy. Just an easy way to view the data. As mentioned above, I have some, but minimal, programming/development experience so it would be nice if all I had to do was to run the program with a specific excel file in a format similar to the example provided and have the lineup combinations returned for viewing.
If this program works like it's supposed to, I will also look to have the same person develop similar programs for all sports used on daily fantasy sites (another 9 sports).
