Develop a video player

Please let me know the cost and time based on the below mentioned functionalities: Player will be built in HTML5 Will have a flash fallback for IE Will be capable of playing videos from various websites such as youtube , viddler etc. Also there will be a cabality developed in the player to play videos from servers by reading URLs from database. Will have full screen capabilitites and will start in a default size as in youtube. Will be capable of randomising video plays. There should be an option available through an admin to set player to play videos in random mode or sequential mode.
