ArcGIS Loop - Zoom & Export Marco or DLL

We are using ArcGIS 9.3.1 and have a Parcel layer, an Aerial and a few other layers and we need a Macro or DLL or something that will allow us to Zoom to each of the parcels and export a JPG (with PDF and PNG option switch) and save to a local hard drive. [login to view URL] The problem is that we need to be able to add a scale bar to each image, which means we need to use the Layout view, however running this marco causes all the exported images to be blank. ## Deliverables TESTED and working on a ArcGIS 9.3.1 computer, Full documented (commented) source code for the Marco so we can change necessary variables. We would like a switch to be able to adjust the scale based on the size of the parcels, however we need to keep the scale in multiples of 12 if possible. Deliverables can be either a Macro or a DLL with full instructions on how to function and ALL original source code. 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
