Database Design Auto

I need a database created using FILEMAKER 8, or 8.5, or ACCESS or (your suggestion.) The database will be designed to capture every automobile dealer in Canada (and later for the U.S.A.) It must allow for easy reporting, easy mass e-mail campaigns, and have relational access. I am open to suggestions. THEN --- After it is created I will need someone to enter data from hard copies into the database AND augment missing data by going to a specific website to retrieve it (pasting data here will expidite the task). Each entry should be no more than two minutes in duration and there are about 4800 entries. After completion we will duplicate the same task for the U.S. auto dealers, about 40,000 entries. I wish for a quote in two parts, one for creating the database, the other quote for data entry of the 4,800 Canadian entries. Required ASAP. Thanks.
