Convert Website Mockup to Usable HTML

The mockup concept (See attachment for full details) must be translated to static html template. It must be a Responsive Layout design i.e. the design needs to respond to the size of the screen used to access the pages whether it is a 32 inch display or a small 5\" mobile phone screen.\r\nThe mockup needs to cover the three mockup pages described as part of this statement of work. \r\nThe design must use HTML5 and must work with most current web-browsers - must degrade well for older browsers (like IE 8).\r\nThe general color scheme and logo to be used will be provided to the selected contractor.\r\nThree different themes need to be provided. Some flexibility in layout is possible, especially for how the menus appear (make your suggestion!) \r\nA high standard of code quality and adherence to standards is desirable.
