CLONE SITE www.ioffer.com with extra features

Hello Programmers, Im Marie very serious buyer. I'm interested in getting the website [login to view URL] cloned. I need my site to work exactly as ioffer works. but i also like to have a popup chat messing window for buyers to talk with sellers online. This feature is not on [login to view URL] BUT I WANT to add this to my site. All Functionalities: bad word filter, email block filter to prevent users from exhanging giving contact information. This needs to be controlled in the admin area my me. The final value fee charged to sellers features, I want this to be configured a little differnt than [login to view URL] I want my final value fees to be charged to my customers as i wish. Meaning I want to be able to set when the customer credit card is charged. For example if a sellers account reaches $150 in final value fees there account login needs to be disable until they make a payment. This feature can be similar or if you have an idea you can reccomend your idea. Look & Feel Must be slighty different. Change template. I want the intro homepage to be Crisp and have a little Flash animation just on the front page. flash animation should display: how my site works. Seller list items, buyers arrive, buyer pays for goods, seller makes profit! simple visual animation to show this on the homepage. The rest of the site does not have to be flash animated. Rating system: is a must just like ioffers: I need the rating system to operate just like ioffer so please reference the site to see how there rating system works. One feature I do not want is the TRANSFER YOUR RATINGS from ebay feature. Or transfer your item listing from ebay and other site i do not want this feature. I also need recommendation on a good hosting server to use. Currently i have Host Gator. Im not sure if host gator will be enough. There are a few other features i like and i have prepared a layout of how i want things to work so if you like i can email the plan to you. I hope someone can help me Im very serious. And i need this job done in about 60 days. if possible. Communication is crucial i need to knmow whats going on at all time and see progress.
