Android App to annotate pictures

Good night, I'm looking for someone to develop a simple app for the iPad and iPhone. The app features will be: - Create a project folder. - Upload files (PDF, JPG, PNG, GIF, and other image files) - Drop points on the picture or PDF (like Google Maps) - Be able to add notes to the point. - Select items from a list. - Draw on the picture (one simple line and color). When bid please indicate: - Time to develop such app (estimate). - If you are able to develop Android apps. - You bid and the word "three".
