AUTOMATIC PHONE CALL

We want to make a Windows program or web based ( we prefer) to automatically call a list of phone line and deliver a message of 20/30 seconds. The message is pre-recorded. The recipients of the calls are from a file exel. The recipient of the message can answer a question by pressing a key on the telephone keypad. Report of the call The program must handle up to 4 SIP phone lines.
