Hi. I would be developing your database in Access 2003. I have a lot of experience working with the type of database that you are describing, so that would be useful when I'm designing it.
I have training in user interfaces so I would be sure to implement such training as I develop yours. I will follow 3 simple rules:
1) Contrast - the relevant information you need stands out.
2) Position - where you are in the process relative to the entire process
3) Intuition - the interface should look like what you're trying to do. Ex:A next button should have an arrow more than it should say "next".
