dll with configuration file for disabling keys on Windows XP, 2000

Hi, I would like a dll that is configurable (from a text file?) that runs with windows XP and captures/disables keystrokes. In particular, I have immediate need for disabling the 'alt' key on a computer so users can't do things they shouldn't. Here's a link (with source code available) describing roughly how to do this using C++ - I just don't have time to do this myself right now and if I am to use a solution like this I need it quickly - the sooner the better, but definitely within 2 days. <[login to view URL]> Please bid for this small job if you can get it done within 2 days. Please describe how it will be configurable and how it can be setup to work automatically (maybe an installer if not too difficult or costly?). I will need all source code and I must be able to compile this myself (probably Visual C++ 5.0 or 6.0 is best for me - though I may be flexible on this).
