Designing a Wifreframe For An App I am Developing

I am looking to hire a talented designer to help with producing a functional propotype of an app that I would like to develop. The app would offer users the ability to play the game of "squares" (like the game played at Super Bowl parties) to fans at live sporting events. The app would need the ability to easilyaccept payments, and distribute payments to winners. It would also need to have the ability for one administrator from each location offering the game of squares to set up an account as an admin, which would allow them to manually input the scores per quarter of the game. The app would also need to offer the admins the ability to license the use of the app at specific locations (I will be drafting the licensing agreement). The app should provide admins the ability to electronically sign the licensing agreement. I'd like to give users of the app the ability to log on either by creating a user name and password, or by using facebook, or the "touch ID" on an iphone. I'm wanting to create this app for iOS, and Android, and would like to have the design prototype completed by the middle of May, and the app built and usable / downloadable by the beginning of August.
