explain : real time video streaming for telepresence robot with raspberry pi

Contest Brief
edit : this is NOT an art contest, just a search for guidelines. I need help.
I am developing a small simple telepresence robot. I am electronic-mechanic engineer.
But, the 1-to-1 video streaming, and sending robot commands (although this last seems easy), is too overwhelming for me to minimize latency and it needs to go through the wifi & web. (not local lan). (real distance within EU :-) )
I would like a brief summary
A/ which direction to go, and a bit how/where
B/ how to specify more clearly a new freelance outsource project to get a base program that i can hack further (for the rasp)
edit : some good bullet point advice, with some why's, is enough. Best from experience of course.
